Device flags -> dsP30F4013

Hello,

For the P30F4013, if you go to Project->Edit Project and click Default the oscillator mode doesn't get set. The if you try to program the dsPIC, the selected oscilator is "Reserved" and the PIC doesn't run.

I've tested some of the other PICs and by default the EC_PLL8 is selected.
