Fusion V7 PortB / PortD Questions

After working with the EasyPIC5 for years I decided it was time to move onto 32Bit PICs. My Fusion V7 arrived today. Per the schematic it looks like I should have full control of all 16 pins on Port B and D. TRISB and TRISD are both set to 0x0000. On PortB RB11,12,13 and 14 appear to be stuck at 0 (I see about .4V when setting these pins to a 1). The remaining pins all drive to ~3.3V as they should. For PortD RD6, 8, 11 and 15 are also acting the same way. I see nothing in the schematic that would indicate something else is holding these pins low. Any help would be appreciated. Perhaps there is another control register I need to config which obviously I haven't found yet.

Ok, I see it. After digging over the schematics in depth I see the pins I see as missing are not routed off the PIC32MX795F512L daughter board or not provided in the 100 pin TQFP.
