Counter libary

Hello,

I would require a Counter Libary.

As beginner I would need:

-With selectable capture/period time maybe something between 20ms and 5sec. I for myself would need a exact time base of 2.055 sec.
-Alarm resp. Overflow option .... if a certain value is reached it should return in case of overflow the time or otherwise the counter value.
