ICD/Flash Programmer generates Vpp Voltage Error

Hello
Recently I started using Mikroe ICD/Flash2 as programmer. For that I made changes in my target board to suit the 10 pin connector requirements.
I am getting Vpp Voltage Error with the Voltage level observed. Following are my trial details.
1. Generally Vpp is reading less than 7Vdc.
-- I observed with Scope as well as multimeter
2. In Forum, some body gave idea of "gettting lesser Volt" from USB port of PC
-- I changed set up to Laptop, here also the Voltage is slightly above the 7Vdc
3. Programming tried without connecting even Target board.
-- Same message with similar Voltage levels noticed.
4. Tried Flash programmer with Target Voltage (by taking out jumper inside).
-- Same message with similar Voltage levels noticed.
How can I improve the Vpp voltage.

I purchased this tool with lot of hopes. I could not program single MCU so far.
Any suggestion would be highly appreciated.

There you can see following:
- If the target board has its own 5V power supply, it can be also used for powering the PICflash programmer.
In that case, it is necessary to open PICflash programmer plastic case and take off the jumper for power supply
selection.
