Problem I Can't program PIC32MX675F256H

I made an board prototype include one PIC32MX675F256H and one Esp32 in the same board the system to Esp32 is work fine (programing by usb), but the PIC32 Can't program because always have a problem with the voltage or can not identifier the processor, I don't know what happened, any help is appreciated.

Hello,

What error message are you getting exactly?
Is your board powered up prior to programming?
