VCC and GND Short circuit... how to repair this.....

Hi... can anyone help me.... the VCC and GND are short circuited.
Any can tell me what is the U5 CI?

Hi,
Could you submit us the picture if you're having issues with the mikroPROG?
And maybe tell us something more what happen?
