programming error pic18F87k22

board EasyPic 7 Pro
Microe Pic programmer
I made my own PCB with 18F87k22
AT programming I get the error "device detected unknow"
After "continue" yes I get the error "device is code protected"
After "continue" i get the error : program errors executive errors

I only connected all the +5 and ground.
Rb7 Rb6 MCLR_not

On the scope I see pulses on Rb6 and Rb7
and MCLR goes to approx 8.5 V

What is / do I wrong
