ICD hardware not found

ICD hardware not found

IC is P32MX270F256D. im able to program it and it runs. Im using frc internal. clock is set at 8mhz. clock out pin is 8mhz confirmed.Firmware is 2.60. I cant run debugger. I get error Mikroelectronika ICD hardware not found.I have tried all other icd channels with same result.
Any Ideas?
