Zoom In on Screen

Hello,

When I Zoom IN on a screen, the scroll bars don't appear immediately after the screen is not completely visible. What I mean is there is a Zoom threshold where the screen is not totally visible and the scrolls bars to allow to see the hidden piece of the screen are not visible.
