could not stop cortex-m device please check the jtag cable

When I tried to run the debug session in Keil, I always get this error:

could not stop cortex-m device please check the jtag cable


and then terminated the debug session.

I tried my code with stm32 discovery and i can run the debug session properly.
I also tried to use clicker2 board with STM32cubeIDE and I can also manage to run the debug session susscessfully.
It looks like the error only occurs when I am using the Keil debug session with clicker 2 board.

I tried multiple solutions I found on the internet but none of them work. I am really confused, please help me.
