Automated meter reading using radio frequency(RF)

Any one there able to help me. my project title automated meter reading using rf. i using mikroC complier. The transmission schematic i got attached here. i still not very sure to take reading through electric meter. as i know optocoupler will turn on when led off. from that we can count the pulses. The meter that i using now is 1000imp/kwh. the overall meter concept and some codes is:

please anyone guide me how to do programming regarding to pulse counting. i totally new for microcontroller.

I'd get the opto output to use a pullup first.
