Recieve indicator in DALI 2 click board

Dear all,

When the DALI 2 click board that is connected to the PIC18(is included in DALI function) development board with UART, the DALI power supply and the configurator are connected, and supply voltage to the DALI supply, the Receive indicator in DALI 2 click board lights up before transmitting data from the DALI configurator.
Is this lighting correct?
Because the PIC18 board cannot receive DALI data correctly, resulting in a reception error.
