PICKIT 2 SOFTWARE PROBLEM

Hello.

I just bought a new chip (coolrunner), I think I may be able to program it with my pickit 2. The chip should be programmed on 3.3v VCC but I have noticed that every time I open the Pickit2 software program on my pc, my Pickit 2 VDD pin momentarily goes from 0V to +5V for a second. (as if the pin "flickered" on and off).
The problem is that my chip was connected to the pickit at the time (when I was opening the software) and so I'm not sure if that could've damaged the chip.
