How can I get 5V out of my 15Vmp, 400mA, 6W solar panel?

What I thought would be a simple project is driving me nuts!
I'm trying to use a 6W 400mA solar panel to charge a portable usb battery charger for phones.
I'm using an LM2576T adjustable buck regulator. But whenever it's connected to the panel the panels voltage drops to 4-4.5 volts regardless of the duty cycle of the regulator.
I read that solar panels don't like having square waves pulled out of them so I tried arbitrarily large capacitances on the input but still nothing!!
What am I missing?

This forum is for MikroElektronika products, not for general electronics.
