When I try to run delay_test program from examples/ATmega16 folder and, following the comments, try to execute program step-by-step, during the "Delay_us(4500000)" command I receive an error message "List index out of bounds (145)". Every other try to continue execution induces the same error message.

Yes it is a bug in debugger, we already fix it. Waiting for next release.
