Unable to program STM32F407VGT6 via mikroProg Debugger

I'm struggling to program this device. The documentation is not helpful as I have tried all the steps and nothing seems to work.

Each time I use the mikroProg suite for arm and click "detect MCU" , it says "Connection Error" or "make sure your debugger/programmer is connected" depending on the connection type I specify

I have tried JTAG and SWD settings

I have installed the drivers without the device plugged in, restarted the computer, installed the mikroProg suite, restarted again and it still does not recognize the device.

I have tried to "run as administrator" and it still doesn't work
