Where or how can the Code Wizard will be turned off?

You can't disable code assistant, shortcut for code assistant is Ctrl+Space.
Did you define some your custom shortcuts same as the Code Assistant ?

the code-assistant is not kontexsensiv and can not be disabled.
this is very bad!
